The Planning Board chooses its own clerks, secretaries, and experts, per Consolidated Laws of New York TWN § 271(2):

…The planning board shall have the power and authority to employ experts, clerks and a secretary and to pay for their services, and to provide for such other expenses as may be necessary and proper, not exceeding in all the appropriation that may be made therefor by the town board for such planning board.

Town Law § 271(2) is routinely interpreted to mean that while the Town Board makes money available to fund the position, the Planning Board has the authority to choose who to hire:

The Planning Board meets on the first Wednesday of the month, but only if there is business pending. The Planning Board will meet at other times as needed. Notice of meetings will be posted on the Town Hall bulletin board and on this website’s Calendar. If it is not merely a meeting but Public Hearing, legal notices will also be published in the newspaper of record.
