From the Town Board

Highlights of the January 4, 2020 Town Board Meeting

To enhance communications with residents, the Town Board will distribute this newsletter with the “headlines” from the board meetings. Detailed meeting minutes will be posted on the Town website (TownOfCaroga.com).

This was an annual re-organizational meeting and lasted approximately 30 minutes.

Supervisor Horton gave a “State of Caroga” address with key goals for 2020.

Resolutions/Local Laws Passed:

  1. Naming of Elected Officials – Confirmed all elected Town officials for 2020 (Supervisor: Scott Horton; Highway Superintendent: Larry Voght; Town Clerk/Tax Collector/Registrar/Records Management Officer: Linda Gilbert; Town Justice: Jim Subik; Council Members: Jack Glenn, James Long, Don Travis, Rick Sturgess).

  2. Organizational Business – Stated various operational items for 2020: Town banks (NBT, KEY Bank), official website (TownOfCaroga.com), official newspaper (The Leader Herald), Town Board meeting schedule (monthly, 2nd Wednesday, except 11/10/20), and spending authorizations.

  3. Appointed Positions – Named Town appointed positions for 2020, confirming those who were chosen to continue in their prior roles.

  4. Salaries & Hourly Rates – Confirmed pay rates for Town positions for 2020. Supervisor Horton announced plans for a comprehensive salary review.

  5. Planning Board – An initial motion to reappoint Peter Kiernan as a Planning Board member, based on his excellent prior service and longstanding Town reappointment precedent, and Matt Cooper as a new alternate, received no second and no vote was taken. Matt Cooper was appointed for a 7-year term as a new Planning Board member on a 4 to 1 vote.

  6. Zoning Board of AppealsKen Coirin was reappointed for a 5-year term as a ZBA member on a 5 to 0 vote.

  7. Town Attorney – An initial motion to postpone attorney appointment, in order to allow all Town Board members an opportunity to interview candidates as part of their responsibility to exercise due diligence, received no second and no vote was taken. Sal Ferlazzo (of Girvin & Ferlazzo, PC) was appointed as attorney for the Town as independent contractor to provide legal services as needed on a vote of 4 to 1.
