Minutes of a Caroga Town Board meeting held Wednesday September 20, 2017 at the municipal building located at 1840 State Highway #10 at 8:00 am with the following persons in attendance by roll call:

Other town department representatives in attendance were Steve Putman – Highway Superintendent. The highway employees were in attendance except for Michael Voght Sr.
Supervisor Morris opened the meeting with salute to the flag.
Supervisor Morris made the following resolution.
Resolution #2017-000 to waive the fee for a building permit was offered by Supervisor Morris at a work session meeting held on Wednesday September 20, 2017 at 8 am at Caroga Town Hall.
WHEREAS, the Nick Stoner Trailers have contacted the Code Officer John Duesler for a permit to install fuel tanks on their property on County Highway 111 SBL # 68.13-1-3.5, and
WHEREAS, the Nick Stoner Trailers club is a nonprofit entity working to maintain the snowmobile trails in the Town of Caroga, now therefore be it
RESOLVED, that the fee for the building permit to install tanks for fuel, from the town shall be waived.
The motion was seconded by Council Member Manning.
Adopted by a vote of 4 Ayes, Morris, Glenn, Sturchio, Manning
At 8:01 am Supervisor Morris made a motion to enter into an executive session to discuss the health insurance benefits with the Highway Department. Council Member Glenn seconded the motion. All board members were in favor of the motion.
At 9:05 am Supervisor Morris made a motion to exit from the executive session. Council Member Glenn seconded the motion. All board members were in favor of the motion.
Mr. Putman addressed Council Member Manning about the discussion that took place at the regular monthly September Board meeting. Mr. Putman asked Council Member Manning to think about what he says prior to what he says. Mr. Putman does not want his guys stirred up. He does not want to disrespect the council member either. Mr. Putman noted that people put miss-information on the computer (idiot box). Issues within the town can be handled differently. Council Member Manning felt that he was personally attacked. Council Member Manning noted he spoke to Chris Comeau after the meet the candidate’s night. He noted there are no policies or procedures about insurance – he won’t sugar coat it. Mr. Putman wants his highway workers treated right. He does not want them to leave Caroga and look for other jobs.
Council Member Manning stated he would help Mr. Putman write a grant for the salt shed next year if it is available. The board discussed the type of shed to be put up. Mr. Putman noted the salt shed should have concrete walls. He asked the board to make a decision on the location of the salt shed. Currently the shed is located near a freshwater stream. The site by the cell tower is better. Mr. Putman noted that the APA has already been on the site and Ok’d it. The board asked for written documents from the APA and DEC. Mr. Putman will bring in a book with types of sheds in it. Council Member Glenn asked if the adjacent property owners have been contacted. Mr. Putman stated he has spoken to them. One of them was in the woods while the highway department was working to clear the site.
RESOLUTION #2017-000 to set the location of the Salt Storage Shed in the Town of Caroga was offered by Council Member Glenn at a work session meeting held on Wednesday September 20, 2017 at 8 am at Caroga Town Hall.
WHEREAS, the Highway Superintendent Steve Putman has discussed with the board on numerous occasions the need to build a salt storage shed in the town of Caroga, and
WHEREAS, the board discussed various aspects of building a salt storage shed this morning, and
WHEREAS, the board discussed setting the site for the salt storage shed on the property located near the cell tower on State Highway 10, and
WHEREAS, having written approval from the APA and DEC was discussed as having to be attached to the paperwork. Now therefore be it
RESOLVED, that the Caroga Town Board does hereby move to set the location of the Salt Storage Shed in the Town of Caroga to be on a portion of parcel # 68.00-1-27 an approximate 8 acre area located at 1919 State Highway 10 Caroga Lake NY.
The motion was seconded by Council Member Sturchio.
Adopted by a vote of 4 Ayes, Morris, Glenn, Sturchio, Manning
Mr. Putman was asked to get distances to existing wells.
Council Member Manning asked if the mulch pile could be relocated to the site of the future salt shed. Mr. Putman was not in favor of that happening.
Code Officer John Duesler entered the meeting. He discussed with the board a neighbor dispute up in Stoner Lake. Supervisor Morris will meet with Mr. Garger about a neighbors shed that is close to the lot line and on his property. She will listen to Mr. Garger but also wants information from the other neighbor also. Mr. Stone replaced the shed that was there. The board stated that the code officer has the final word on decisions made about code enforcement. Mr. Duesler stated this is a preexisting non-conforming structure. He can put it back what he had there. He allowed it based on the information that was presented to him. He stated this was a civil matter. He did note he should have done a site inspection. Mr. Duesler will contact Mr. Stone about the age of the structure and the roof over the generator. He noted new structures have to meet setbacks. It was noted that Mr. Garger did have a survey done. It was also noted that Mr. Garger has made about 30 complains to the code office.
Prior to the meeting Mr. Parenti was in talking to Mr. Duesler. He explained to him that he wanted his personal property from the Sherman’s Property. He had a two page list of items.
The board discussed and agreed that they wanted proof of ownership of the items he is requesting.
RESOLUTION #2017-000 to have Guy Parenti provide proof of ownership of various items he states he owns on the Sherman’s Property was offered by Supervisor Morris at a work session meeting held on Wednesday September 20, 2017 at 8 am at Caroga Town Hall.
WHEREAS, Guy Parenti came to the meeting this morning with the intent to discuss with the board the items he states he owns still being housed on the Sherman’s property, and
WHEREAS, he did not have an opportunity to speak to the board prior to the executive session, now therefore be it
RESOLVED, that Mr. Parenti is to provide proof of ownership of the items he is requesting be given back to him in the various building on the Sherman’s property.
The motion was seconded by Council Member Glenn
Adopted by a vote of 4 Ayes, Morris, Glenn, Sturchio, Manning
At 9:32 am Council Member Glenn made a motion to adjourn. Supervisor Morris seconded the motion. All board members were in favor of the motion.
