Taxes are levied based on the “Taxable Value” (also called the “Total Assessment”) of a property. This dollar amount is set by the Sole Assessor of the Town of Caroga. There is no fixed relationship between the Total Assessment and the “Full Market Value” of the property. The State of New York computes the “uniform percentage of value used to establish assessments” otherwise known as the “Equalization Rate”. Every town in New York will have different Equalization Rate. The Equalization Rate in 2020 for the Town of Caroga is 61%. While the State of New York encourages towns to assess properties so that the Equalization Rate is 100%, there is no mathematical or fiscal reason that the Equalization Rate should be 100%. The Equalization Rate plays no role in town taxes. The reason the Equalization Rate is needed at all is to fairly apportion county taxes among the various towns and cities within that county.
