Thank you for following up. NYSDOT is still currently reviewing the latest submission and we would like to facilitate the issuing of the permit. With that being said, this e-mail shall serve as a preliminary approval for the location of the proposed driveway.
In addition, NYSDOT will be continuing our permit processes as they normally would occur at this point in time.
As the Coronavirus COVID-19 impacts the United States and continues to spread across the country, we are following the Governor’s directive that to the extent possible, employees should work remotely. We consider continuity of the Highway Work Permit program to be an essential function, however many of our staff can and may be working from home during this time. For that reason, in order to keep your Highway Work Permit application(s) moving and minimize potential disruptions, we recommend that all applications, plans and other documents related to your permit application(s) be submitted via email. For plan sets or other larger documents, we ask that the applicant provide us with a link to those documents on an accessible cloud based server. Please keep in mind that our response to any applications, payments or other documents submitted by mail may be delayed, as our offices are operating on significantly reduced staff.
NYSDOT will provide a response in regards to the next step of the permit process as soon as possible. Thank you for your time and patience.

I don't know what your schedule is with the current events surrounding this virus. I am following up on the recent submission for the Caroga Lake Fire Department. The applicant is hoping for a preliminary approval of the location of the driveway from your office to help in the approval process with the Town of Caroga Planning Board. This could be a simple email response as proposed in the email below. The Planning Board is still meeting via conference call and will review the site tonight. Any help you could give to help with this would be greatly appreciated.

If possible, please provide a letter or email that you are ok with the location of the proposed driveway and that the final details are being worked out prior to the NYSDOT Highway Work Permit being issued.

Thank you for your recent submission regarding the Caroga Lake Volunteer Fire House on Route 10 situate in Caroga Lake. Please see below for NYSDOT’s comments and feel free to contact me anytime.
Provide SEQR Declaration in your next submission.
Providing the Environmental Assessment Form is preferred. The site has been in front of the Planning Board and the minutes from the March 4th, 2020 meeting are attached. The minutes state that the Planning Board took lead agency and the SEQR review process is underway.
Provide final stamped SWPPP in your next submission. A stamped SWPPP is included with this submittal.
Remove Stop sign and Stop bar detail. These have been removed as requested.
Show finish grade contours. How will water flow to the rear of the site? The finish grade contours are shown. The storm water will flow via swales and downhill grades to stormwater treatment area at the rear of the property.
Is a Vehicle Warning sign (W11-8) with a Driveway Entrance Plaque sign (NYW5-17P) required with the fire house entrance near the crest vertical curve? That is correct, a W11-8 sign with solar powered flashing beacons is proposed just south of the crest of the vertical curve. This is approximately 400’ south of the proposed driveway. The NYW5-17P sign has been added as requested.
What is the “Sign W11-8 with warning beacon. See Detailed plans by others for exact location”? Did we receive a separate request for that? If that is being permitted separately remove from this plan. The note/label has been revised. There will not be a separate permit/plan for this sign.
Plans shall state the specific NYSDOT Standard Sheets being referenced. A list of the referenced NYSDOT standard sheets has been added to the plan.
Verify proposed driveway radii layout is per NYSDOT Standard Sheet 608-03 (Sheet 3 of 9). The layout is per NYSDOT Standard Sheet 608-03 (Sheet 3 of 9).
Plan sheet 1 of 2 referenced Asphalt Pavement Details but were not included. Include details reflecting but not limited to:
Pavement thicknesses
Material Types
Refer to NYSDOT 608-03 Standard Sheet (Detail 10)
This has been added to the plans as requested
Plans do not reflect correct relation between shoulder work and concrete gutter. The concrete gutter is beyond the shoulder. The shoulder (between white line and concrete gutter) needs to be shown as reconstructed full depth. (Appears “EOP” labels on plan are edge of shoulder)
The gutter will need to be rebuilt at the proposed driveway entrance as per NYSDOT’s 624 standard sheet series.
The plans have been revised to show the gutter and shoulder to be reconstructed full depth as requested.
